PANUKALANG BATAS SA PERMANENTENG VALIDITY NG BIRTH, DEATH, AT MARRIAGE CERTIFICATES, INAPRUBAHAN NG SENADO

Pormal nang inaprubahan ng Senado sa ikatlo at huling pagbasa ng panukalang batas na naglalayong gawing permanente ang validity ng birth, death at marriage certificates na issued ng Philippine Statistics Authority (PSA) at National Statistics Office (NSO), ganap na ika-23 ng Mayo, 2022.

Sa ilalim ng panukalang batas, sinasabi na “certificates of live birth, death, and marriage issued, signed, certified or authenticated by the PSA and its predecessor, the NSO, and the local civil registries shall have permanent validity regardless of the date of issuance and shall be recognized and accepted in all government or private transactions or services requiring submission thereof, as proof of identity and legal status of a person.”

Samantala, sinabi naman ng nagsponsor ng panukala at tumatayo bilang chairman ng Senate Committee on Civil Service, Government Reorganization and Professional Regulation, Senator Ramon “Bong” Revilla Jr., na sa pamamagitan ng panukalang batas, hindi na kakailanganin ng mga Pilipino na gumugol ng oras at pera sa pagkuha ng mga bagong kopya ng kanilang mga dokumento.

Ayon naman sa co-sponsor ng bill na si Senate President Pro Tempore Ralph Recto, ang kaarawan ay maaaring ipagdiwang taun-taon, ngunit ang mga sertipiko ng kapanganakan ay magpakailanman kaya’t di na kailangan ng kaukulang “new copies” nito.

“Same with marriages. Legally, you can have many – for as long as it is due to death of spouse or of love – but the marriage certificate for each should be valid for as long as you two live happily together, which is not necessarily ever after,” dagdag pa nito.

Sa naging final reading sa Senado ngayong Lunes, nakakuha ang Senate Bill Number 2450 ng 21 affirmative votes, no negative vote, at no abstention.
